Philadelphia, PA — 2A Communication and Consultancy is calling for strategic justice and policy reform in light of the pending deportation of Kilmar Abrego Garcia to Liberia—a country with which he has no personal or national ties.


Garcia, a Salvadoran national married to a U.S. citizen, faces removal to Liberia after multiple countries declined to accept him. Liberia’s agreement to receive Garcia has sparked legal and ethical concerns, as he has no familial, cultural, or historical connection to the West African nation founded by the United States of America.


“This is not just a deportation—it’s a misplacement,” said James N. Jensen, Executive Director of 2A. “It exposes the fragility of the immigration system and the need for policies rooted in dignity, not disposal.”


2A Executive Director proposes a bold diplomatic solution for Garcia deportation: a visa-free travel agreement for Liberian nationals, allowing movement to and from the United States except in cases of criminal conviction.


“Liberia is not just a partner—it is a legacy,” Jensen continued. “Founded by freed African Americans, its constitution echoes the United States. Its capital honors former US President James Monroe. The red, white, and blue stripes of its flag are designed the same as those of the US flag, with the exception of Liberia having one star, while the US has 50 stars. If any nation deserves mobility rooted in trust, it is Liberia.”


The proposed policy Jensen noted would be:


• Honor Liberia’s historical ties to the United States

• Strengthen diplomatic reciprocity and regional stability

• Reduce visa denials and travel barriers for Liberians

• Reinforce shared democratic values and economic exchange and

  • A page legislation on the visa free status for Liberians.
